Those are just plain old binutils configured with many targets via
--enable-targets.

For example strip(1) from binutils-multiarch package in Debian says the
following in --help:

strip: supported targets: elf32-i386 a.out-i386-linux pei-i386
elf32-little elf32-big elf64-alpha ecoff-littlealpha elf64-little

And it is actually able to strip foreign binaries.
