I will vouch that a lot of debian based systems seem to break if you
don't have /etc/shells setup correctly.  Several releases of
MontaVista exhibit this behaviour.

A more useful option may be to have an optional /etc/shells file that
a busybox install sets up with the currently included shells.  Just my
2 cents.
