No and that's my point. If you don't have swap, it's likely that
your box is embedded and you won't spend your life plugging and
unplugging USB sticks, so after the first coldplug burst, the
pressure will be pretty small.
So why using hotplug on those systems at all? Semi automatic device
management may be a good chose for such systems, that is call "mdev -s"
manually when device update is required. May be done invoked by an
application (either direct or indirect)
... beside this, I think it is the users decision which mechanism he
want to use ... it is his system!
