The rules require that you operate within sight of the ship. It takes very
good eyesight and a clear day to see without binoculars, but we checked and you
can see the ships on a hazy to moderately foggy day with a inexpensive set of
binoculars. At the time we were looking, Seawolf Park was closed indefinitely
for oil spill clean up. Seawolf is now open, but the Park manager has failed
to give us permission and referred us to the Cavalla foundation. The Cavalla
foundation president told me that there would be no decision about our using
Seawolf or the ships until their board meeting in the middle of May. That will
be very late for planning and if the answer is no, then we will not have a
place to go. The rules were made flexible because the ship owners are not
always cooperative.

MSWE rules state within site of ships or memorial. See NJ2BB website rules.
From Ft Travis you can see the ships.
Gotta Look hard to see them but they can be seen.

I thought the rules for MSWE required that you
operate in close proximity to the ships. Isn't
Fort Travis too far away? Have the rules changed?
