No such animal in the amateur world. There are VHF only radios with remote mount in the commercial world. Prices are around $1000 for a 40 watt radio, 128 channel radio. You can get a used one on ebay for about $300 or so (sometimes less). However there is no direct entry from the control head.
You best bet is to get a Icom IC-208H multi-band radio(only display one band and at time) and use only the VHF portion. The 208 has a separation kit available.
