If you haven't heard, there is a possibility of encouraging new entry level
hams with a entry level license. The ARRL is seeking info from all hams as
to YOUR thoughts about this.

* One ham replied to the survey with suggestions for a 5 to 25 watt
power limit,
special segments for qrp/ entry level operators, segments on 80, 40, 30
meters CW and digital, and CW, digital and voice 10 meters and above, all
low power.*

Please consider answering the survey. This may be a opportunity to increase
new hams and QRP operations.
