Offset is negative, 600 Khz.
That means you listen ( receive ) on 146.94 Mhz.
That also means that when you transmit, your rig will need to display 146.34 Mhz. yet that would not key the repeater. In order to do that, you will need to set your transmit subaudible tone to 167.9 Hz.
So you need to first:
Familiarize yourself with all of the buttons ( the manual will tell you about them, look back and forth at the radio while looking at the manual descriptions- many buttons will have dependancies- as in press the 'function' button then press a different one within a certain short period of time.
Read the sections on:
Setting up the radio frequencies
Saving those frequencies to memory
ARS- Automatic Repeater Shift ( this may should save you time in the long run )
Offset- The standard 600 Khz ( .6 Mhz ) offset may already be set, but you should confirm how you manually could select + or - offsets.
Subaudible Tone.
As you read the pages above, you may want to write down what page in the manual you found them on for later reference in programming other repeaters. When you manage to get the first contact made over the repeater, that would be a good time to stop and ensure that your settings are saved to a memory file in the radio for channel 1. As soon as that is accomplished, you may want to see if you can read the radio with a programming cable and save that base program to a file. If you are better with a PC than the radio buttons- you may be able to add channels more quickly with the PC.

I didn't dodge the Chinese rig because of the brand name, but the reviews, and convenient warranty and repair. I recently bought a Chinese digital scope because of its price, features and reviews. The rig is due via UPS today and all I need now is some help setting up the 2 m. repeater operation all of which is a mystery to me.

AnyTone is the brand used in the Americas. Powerwerx sells the same radio as the Powerwerx DB-750X (have one permanently mounted in my car); in France it's the CRT-270M ; in Italy it's the Polmar DB-50M ; in eastern and western Europe it's the Intek HR-2040 . These are good value radios, tried and tested, all over the world.

Most on this list are old enough to remember the 70s and 80s when we called Honda, Datsun (Nissan), Subaru, etc., "Jap Crap". I remember when Yaesu and Kenwood were called Jap Crap. Some of the same old farts now refer to Wouxun and AnyTone as Chinese Crap radios, and talk about "jap crap" like it was made in America. Thing is, some of these Chinese companies have been making and selling commercial radios since the late 80s, early 90s (25yrs?!). Cracks me up.

BTW, BaoFeng just released news that it has partnered with Qixiang to form a partnership named AnyTone Tech. BaoFeng sells Walmart Chinese crap to the low-end market. This will be a game changer.

For many of us, it's all about "bang for the buck" - we do the research and buy what makes economic sense for our own situation (Elecraft makes a fine radio, but as much as I'd like to buy "made in the US," my ICOM 718 does a fine job at less than one-fourth the price). Maybe, someday, I'll feel like splurging on that Elecraft K3.
