You have not stated what Windows version you are using. It is likely the USB 
serial adapter is at fault. The Chinese fake Proflic cables abound (and In my 
opinion should be avoided). Proflic prepared drivers that would detect the 
fakes and disable them, although that was later rescinded. I seem to recall 
this was done in an update to Windows 7. 

If you can, get an adapter with the FTDI chip.  Even better is the Tripp Lite 
HS19, which is practically bullet proof, very well supported in all operating 
systems, but a bit expensive. I’ve owned one for about 16 years going back to 
Win98 2nd Edition.  New OS, go to the Tripp Lite website and get new drivers.
