I am to far away from it to get into 147.100. I just tried 147.58
simplex repeater closer to me (16 miles vs 32 miles). Nothing there.
If the repeater is working, you tune to the frequency, make sure you
have pressed the DUP button to either have an offset or simplex. Then
press the DF/DR button. It will say "No Repeater" if there is not one to
connect to on that frequency. That's it.
