The standard formula for calculating ground plane length in feet is 234/f
where f = frequency in MHz. CB is 27 MHz so 234/27 = 8.67 feet.
The 9 foot whip was a standard for Citizens Band radio.
By trimming it, it will work on 10 meters.
234 / 28.5 = 8.2 feet of about 98.4 inches
