From what I'm reading you really don't need the Signalink. The IC-9100 has a USB port that handles audio and rig control so it basically has a Signalink built in.  There are a few settings on the radio to make the port active.   This might be a good place to start https://wb4son.com/wpblog/?p=2390 While this article talks about WSJT, the same instructions pretty much apply to any of the computer controlled digital modes
