RPM spec file missing 64-bit support

The spec file, when tweaked to fix other issues, does build, but produces a
32-bit library. Making it support 64-bit requires both runConfigure changes and
fixes to the library install process.
I will attempt to attach a patch if I can come up with one that isn't a
complete rewrite, but I do have a working spec file for 2.7.0 that is rather
different as well.
