The best place would probably be the SVN repository, in particular
the xerces-3.1 branch:

http://svn.apache.org/viewvc/xerces/c/branches/xerces-3.1/

Revision 905265 is the start of the branch and corresponds to 3.1.0.
It will probably be the easiest to use the svn client to either get
the changes as one big patch or to browse them commit-by-commit.

Also the c-dev mailing list archives include automatic messages 
corresponding to all the commits with the corresponding patches:
