I don't get what you are asking for.  Existing code for Diameter already 
exists.  Granted it is Java, but a critical skill for any programmer is 
to be able to "read" other languages to understand the basic gist of 
what is going on.

And since you've worked with TCP/IP, you should already be aware of the 
fact that very little documentation out there is as carefully written as 
Working Group RFCs are.

What I gave to you, on a silver platter, should be everything you need 
to start development.
