MinGW and wxDev-C++ seem to be the most recommended
IDE's for Windows on this list (or is it just my
impression?).

I use Code::Blocks <http://www.codeblocks.org/>, an
open-source multi-platform IDE that supports multiple
(C/C++) compilers, and I love it.
