the reboots shouldn't occur too often.
I'll create a pipe and send the socket through there to another program to hold 
them.

  You can't do, directly, what you want due to the nature of network
  connections, however you could overcomplicate it by having a separate
  program to communicate via the sockets then have your server talk to
  that one.

  I'd not bother - how often are you planning on restarting the server
  once it's up and running properly?
