Not true, you can compile GTK+ programs natively on Windows without
the need for CygWin. There are lots of GTK+ apps for Windows, like
Gimp, Pidgin, Inkscape, K-3D that don't use CygWin at all. You might
be thinking of MinGW, but that's different.

There is no Linux API per se... there is a system call interface which
is mostly compliant with POSIX, as well as standard libraries for file
I/O, process management, etc. There is also a kernel interface for
writing device drivers and such but you'd never need that for writing
applications.
