For me, it's not good idea beacause if an user uses only subline without
phase.
I propose to add a parameter in res.company for that.

Bug description:
I think the wizard "add subline" should verify if it's possible to
"add subline" : at least 1 line must be inserted in the sale order
before allow users to launch it
