You have to add them in the doc. I don't think the modules index is
generated from the addons repository.

Bug description:
The Global Module Index is outdated. There are some modules in community
addons that are not referred to in module index.
This modules are not in the index:
account_customer_ref
account_export_ebp
account_receipt
account_related_shop
base_rib
Is there some criteria that these modules don't meet so they don't
show up?
