I am also affected by this bug. I have noticed also that if somebody has installed the Alistek module "report_openoffice" normal users stop viewing the print butonsns and only Administrator has access to them. Somehow this modle changes permissions that should be granted by 'security/ir.model.access.csv'. Somehow this module is messing up the security of other installed modules.
