I've already removed all changes.xml from CVS for version 1.7.1/1.8 (it's
now pointing to JIRA). I've made sure there was a JIRA issue for each
existing item. 

I've just realized that I hadn't done the same for the maven plugin. That
needs to be done. It's really trivial. Do you want to do it? Most issues are
probably already there in JIRA.
