Maybe Cactus 1.2 has a problem with Tomcat 4.0.1/4.0.2/4.0.3 ? Can you
try with Cactus 1.3 ? (please ensure you follow the migration guide at
http://jakarta.apache.org/cactus/howto_migration.html).
