Thanks Vincent. The problem was with some other plug-in that were
erroring out (in the .log file). After I cleaned them away, I can see
cactus in the perspective.

Can you please ensure the following directories have been created:

ECLIPSE_HOME/plugins/org.apache.cactus.eclipse.webapp_1.6dev_20031029/
ECLIPSE_HOME/plugins/org.apache.cactus.eclipse.runner_1.6dev_20031029/

Where ECLIPSE_HOME is where you have installed Eclipse.

Also, please check your ECLIPSE_HOME/workspace/.metadata/.log log file.
It'll contain all errors that happen in your workspace.
