Thanks for the information. The ladies with the blue uniforms must have
been the urban guardians you discuss, because they were native Andorrans.
Of course it is easy for an American to assume these are all the police,
because in our country almost all police (except for state troopers & the
FBI) are local police, under municial jurisdiction. I assume the
officers in the black uniforms were either French or Spanish, then.--Is
that correct?
