I think this needs to be viewed as a hard requirement on IPS to provide 
an API.  Any answer you choose without that API is wrong in some 
context.  Without it, I'd think the manifest should explicitly state the 
required size (the default manifest we ship might use the above number, 
though, but it would be more obvious to the user then how to alter this).
