It will be confusing to have two different commands to load manifests 
(and criteria) from a file. I would like to have one command 
(add-manifest) to do the right thing. Change the configuration only if 
either the manifest and/or criteria has changed. We can also add an 
option to force overwrite of existing manifest/criteria if needed.
