Frankly, I think we're going to have to take this off-line, because now I see a proposal that appears to perpetuate, even exacerbate (with section 3.3, manifest input file) a primary problem it's trying to solve (2.3, combination of the criteria and installation manifest). I also still don't see a clear understanding of what cases are appropriate for using derived manifests vs. static + criteria. I don't see the wisdom of changing anything until that is sorted out to the point where we're all in agreement on that. Dave
