I just tried starting the Dwarf installer by double-clicking on a desktop icon from my current hacked CD image and the worst case on my Tecra M5 was about 6-7 seconds for the language selection screen to show up. Might take you that long to get the splash screen up, though, if the CD's been spun down (which was the worst case), so I don't know whether a splash screen is actually going to help the situation...
