It seems to me that the installer should assume that if the user knew
enough of the language to get to start the installer, the installation
can occur in that language.  This implies that there wouldn't need to
be a pre-installer language selection.  A nice touch in the installer
would be to ask what other languages/locales are needed and have those
pulled from the software repository.  If other languages are selected,
a follow on question would be to figure out which one is the default
for the installed system.
