I think this particular feature is planned to be supported via AI manifest -
it seems that bug 6488 covers that requirement.

I have been touching that code recently and that logic is not
separated into library which could be consumed and exercised
by means of cli test driver, but is part of auto-install monolith
instead. This deficiency is planned to be improved by CUD effort
(see Sarah's email sent out yesterday for more details).

That said, would fixing 6488 solve the issue you are encountering
or is the problem more complex ?
