I really need to get some input from folks on this to see if there's
something we need to be looking at here.

Looking at the bug there does appear to be a networking issue that
the test team it running up against.

It also would seem that the problem with their network is probably the
underlying cause of the issue. Due to that I don't know that we're going
to get very far with working this issue until they have resolved the
network problems they have. That being said we do need to look at
characterizing this issue to see if there is something in addition to
bugs 13267 and 13321 that may be causing performance problems and
contributing to failed installs.

Also just in case I'm missing something I'd like to get input from
folks here before including the pkg-discuss alias to get their take
on things.
