EMI changes to DC manifests were already addressed by fix for bug 15148.
DC manifests currently allow building pre-EMI as well as post-EMI images.
This is the reason why you see profiles twice - with both /var/svc and
as /etc/svc/ prefixes.
From reading [1] my understanding is that this is short term solution for
purposes of smooth transition.
Please let me know if it might address your concern.
