I can see that repo.extra (with install-extra publisher name) is also
generated.
It contains only meta package consolidation/install/install-extra.
Just out of curiosity, is it useful in some context or is repo.extra
generated
in order to be compliant with structure of IPS repos which ON builds ?

and configure appropriate additional repositories (such as the /dev
repository) using pkg_repo_addl_authority tags.
This is a direct adaptation of the OS/Net consolidation's package
build structure; notes on the implementation can be found in
usr/src/pkg/README.pkg.
