No, it's not really useful since it is empty, as you note. This was
primarily a desire to limit the amount of change to the ON derivation.

You'll also note that there's a new install-redistributable group
package in the redist repo. Right now this isn't really useful
either, since you'll end up installing all of the installers together
(probably with poor results), but it may prove useful as we refine the
media options for future releases.
