Well, presently the SC manifest is embedded into the AI manifest.
Although they both contain system configuration information, they
are of two different incompatible formats. It makes some sense to
send them with one HTTP GET to reduce the number of network
transactions - I just think it's simpler to merge them in a standard
format like MIME, then separate them on the client.

There is no incompatibility between XML and XML! It doesn't mater if
it is XSD, RelaxNG, DTD or not even schema based -- they are all
compatible and can be in one continuous, pure XML document.
xmllint says otherwise. If you concatenate 2 DTD documents and run
xmllint without DTD validation, it returns an error, saying that the
document should end with the closing of the first tag:
xmllint newsc_manifest.xml
newsc_manifest.xml:80: parser error : Extra content at the end of the
document
