There is no incompatibility between XML and XML! It doesn't mater if it is XSD, RelaxNG, DTD or not even schema based -- they are all compatible and can be in one continuous, pure XML document.
xmllint says otherwise. If you concatenate 2 DTD documents and run xmllint without DTD validation, it returns an error, saying that the document should end with the closing of the first tag:
xmllint newsc_manifest.xml
newsc_manifest.xml:80: parser error : Extra content at the end of the document <!DOCTYPE service_bundle SYSTEM "/usr/share/lib/xml/dtd/service_bundle.dtd.1">
