The build numbers for the renamed packages are permanently at 133 - that won't change with each build. The build numbers for developer/dtrace/toolkit, library/python-2/lxml-24 and lxml-26 I've set to 142 based on emails with David Comay (note that they'd need to be at 143 for this build, for example; and if they needed to be dynamically set that would be simple enough to do).
Although it's a bit awkward, those 3 packages are set to build 142 since that is the current/last build those packages were imported. Based on the way IPS repos are incorporated as part of the full import process, being part of the install-incorporation automatically prevents them from being reimported from the SVR4 packages already integrated into the dock.
Of course since they're not actually part of the ips.zip delivery itself, that means they're not going "rev" at each build but that's OK provided they don't change.
