Did I miss somewhere that documents the requirements for ai_pkg_repo_addl_authority as each one having a unique authname? and/or does it need to match the publisher?
It is a pkg(5) requirement, not an AI requirement. You should list multiple publishers with the same name only if they are serving the same catalog. Otherwise, your results will vary based on search order.
