Sue provided some feedback via phone that the comment within the
ai_get_manifest.py file seemed odd. So I have updated it to mention
that the old file format is being used.

The solution is 2 fold. First, the database criteria list needs to be
checked within the
findManifest() function prior to it being used. Secondly, the
ai_get_manifest.py compatibility
code needs to be enhanced to do the handshaking it used to do prior to
the protocol
changes. Essentially, the compatibility re-introduces the handshake
code.
