In general, process of unconfiguration will be run on system
in a state which will be almost equivalent to 'none' smf milestone.

This will guarantee that smf services to be unconfigured are
in a sane state (off-line) and that system does not eat itself
during unconfiguration.

Do you envision any issues with running userdel(1m), usermod(1m)
in such limited environment ?

That shouldn't be a problem.

Great. I have tried 'userdel' when booted into milestone 'none' and it works
as expected.

The only problem I found with userdel is that '-r' didn't remove neither
home directory nor underlying ZFS dataset. I was wondering if it might
be due to the fact that datasets were not mounted at that point,
but manually mounting that ZFS dataset didn't help.
'-r' worked as expected if system was booted into 'multi-user-server'.

Is this something which would be addressed by one of CRs you mention
above or would it be appropriate to file separate CR for this ?
