Great. I have tried 'userdel' when booted into milestone 'none' and
it works
as expected.
The only problem I found with userdel is that '-r' didn't remove neither
home directory nor underlying ZFS dataset. I was wondering if it might
be due to the fact that datasets were not mounted at that point,
but manually mounting that ZFS dataset didn't help.
'-r' worked as expected if system was booted into 'multi-user-server'.
Is this something which would be addressed by one of CRs you mention
above or would it be appropriate to file separate CR for this ?
Yes, I've fixed this. However, it only works if the user's dataset is
mounted.

In particular, zfs datasets are mounted by svc:/system/filesystem/local
which
depends on svc:/milestone/single-user. That means that even booting into
single user mode will not be sufficient for removal of home directory
(and related ZFS dataset).
