Please review a webrev for the following Derived Manifests bugs:
7040825 Additional 19 slim_unit tests failure after putback of 7938729.
7041119 Error message needed for when svccfg fails to add AI service version
7042007 Manifest Input module should use a DTD listed in manifest only
if accessible

Testing:
1) Unit tests now all pass on indiana-build. (They used to pass on my
test system which had DTDs and manifests installed under /usr/share, but
not on indiana-build which didn't have these files.)
2) Verified update of default manifests works on systems by svccfg
enable and looking at log output and smf properties. Tested old and new
service directory formats. Injected various error conditions and
verified the results.
