Testing:
1) Unit tests now all pass on indiana-build. (They used to pass on my
test system which had DTDs and manifests installed under /usr/share,
but not on indiana-build which didn't have these files.)
2) Verified update of default manifests works on systems by svccfg
enable and looking at log output and smf properties. Tested old and
new service directory formats. Injected various error conditions and
verified the results.
