According to William, it is not available yet.
That entire property group "other_sc_params" became obsolete with 164
when new SC profiles were introduced. We will announce time
zone support when it comes available. Please refer to recent updates in
http://hub.opensolaris.org/bin/view/Project+caiman/SMF_SC_for_AI
That would be a good page to watch, since we will update it as new basic
features become available.

I know the hostname is now the service called "system/identify", but I can't
find anything related to the timezone
