Thank you for fixing this. If this is not fixed, all DC builds will fail
and we already failed 3 days due to this bug.
I just use your fix to do LiveCD DC build and the build was successful.
I can boot the iso and bring up the installer. There are other issues
that are not related to your fix and this is good to go.

Forcing the destination directory to exist cleans up this issue. We
also magically fix 7001620 while we're at it. Magic!
Both Mary and I tested the bits to make sure the ba-init checkpoint
runs clean. We're also in the process of building ISOs but I don't
suspect any problems.
