I'd like to ask for a couple of reviews for CR 7038213
*Synopsis*: cannot login to system if user quit out of sci tools

The fix is to be more verbose in the case where the user quits the SCI
tool during execution of svc:/milestone/config and to instruct SMF to
drop the
service into maintenance mode so that the user can log in as root and
fix things,
reboot etc.
I've tested the fix out by exiting from the SCI tool several times and
confirmed that
the user gets a login prompt for maintenance mode and that the SCI tool
comes
back up on system reboot to let the user configure the system.
