Per-file symlinks should not be needed; having a directory symlink from
zh_SG.UTF-8 to zh_CN.UTF-8 will suffice as /usr/share/locale/zh_SG.UTF-8
is doing similar, but your each package don't have to have it.
I'll care it in some core l10n package.
OK. I will regard the changes I submitted for this code review as
complete then.
