It's secure, local, per-user storage. It should have been documented
in filesystem(5) as far as I remember, but that appears to be
missing. At present it is only used by some crypto pieces.

Perhaps. The --destructive unconfigure of a user doesn't attempt to
search the system for any per-user artifacts other than the home
directory. Other things that might be lying around include cron jobs,
mailboxes, things under /var/tmp, and so on. I don't believe we claim
to remove all traces of a user ever having been configured on or
logged into a system.
You're welcome to file an RFE, anyway.
