I think you'll have to do your own research into PHP frameworks (like CakePHP, Zend Framework, Code Igniter, etc.) and content management systems (like Drupal) and see which one is right for you. You're asking this question in the CakePHP group, so people here are probably going to tell you that CakePHP would work great.
