The fair and right answer is there is no BEST solution.  You have to
consider all the skill sets of those that are going to be using the
chosen framework and see what will suit them.

CakePHP can certainly handle sites of any size and as such I never use
another framework, unless a client requests something such as
OpenCart, although not keen on that now as the extensions are a
NIGHTMARE so considering porting OpenCart to CakePHP at some point.

The CakePHP community is amazing and can only get better when more
people join the major open source projects surrounding CakePHP.  In
the interests of fairness though, I have never used another framework,
don't see the point in trying others for comparison when CakePHP has
never let me down yet.

However, I would say to stay away from Drupal.  It's not a framework,
it's a one size fits all CMS and unless managed to the nth degree
simply eats resources.
