I agree.

The issue about ORM frameworks is that they are either great, or they suck.
There's no middle ground. Personally I believe Hibernate (for Java) is what
other frameworks should compare against, as it is an excellent piece of
work.

There are some hibernate ports on PHP, but they require PHP5, and they are
miles away from the original. I know that if you have the chance then you
*should* upgrade to PHP5, but to forget about environments where PHP5 is not
yet available is not so smart.

I also believe Cake wins on other fronts. I don't get excited about new
frameworks that easily (I've seen them come and go in my over 15 years
developing), but cake did it for me.

propel is a nice, advanced ORM layer. not only that, i also think
orm-layers /data abstraction layers should not be a fundamental part of
a framework (unless it's very decent and there is enough dev-hours
available)

i've seen the issue of cake's not too-avanced data-abstraction layer
(let's call it an ARM layer? ;-) ) pop up a few times, and afaik, a
better, Object-based RM (fully integrated in cake) is in the works, but
this will take a long, long while to develop (milestone 2.0 iirc)

That's one negative remark about cake, on all the other fronts i think
cake is the winner.
